Crypto-focused media outlet The Block reported on Aug. 11 that TD Cowen sees a chance the SEC will create a separate regulatory framework for the legal issuance and sale of tokens by crypto projects. It added that a safe harbor exempting early-stage token sales from securities registration requirements for a set period could be introduced first.
